firstly you need to look into regulations for care homes in South Africa. In uk it is the care commission that regulate homes. There may be strict specifications on how many rooms staff, en-suite rooms etc. You need a building firstly, look into numbers of residents, staff required etc before you even advertise.
You will probably have to be passed as a registered care home before advertising for residents.
